Executive Management of Asir Development Authority

Acting CEO:

Mr. Hashem Al-Dabbagh

Acting CEO of Asir Region Development Authority.

Currently holds the position of CEO of Asir Region Development Authority since 2022,  The Authority is working on implementing the “Qimam and Shim” strategy after its approval by the Council of Ministers, and the Authority is now supervising the implementation of this strategy in a way that achieves development and its direction in the Asir region.

Experiences:

He held the position of Advisor to the Minister of Investment, responsible for leading the National Investment Strategy file and establishing the implementation unit associated with it in the Ministry. He worked as an advisor in the Ministry of Economy and Planning, where he was responsible for several files, including reforming the retirement system, financial policy (under the name of the Financial Balance Program, which was later transformed into the Financial Sustainability Program, one of the programs of the Kingdom’s Vision 2030), and was seconded as the head of the National Center for Strategic Development Studies, and worked at McGraw-Hill Education Company, first as Business Development Manager and then as the company’s manager in the Kingdom. He held the position of Investment Manager at Manara Company in the Kingdom of Bahrain, and worked in the general planning of Saudi Aramco as an analyst of the global economy and oil markets.

Education:

He obtained a Bachelor’s degree in Operations Research and Financial Engineering with two certificates in Applied Mathematics and Engineering Management Systems from Princeton University in the United States of America in 2001. He then obtained a Master’s degree in Business Administration from Harvard University in the United States of America in 2007.

Deputy CEO for Operations

Dr. Amr bin Hamoud Al-Amri

He has held the position of Deputy CEO for Operations since 2021. He is responsible for following up and directing the Authority’s strategic planning activities, following up on the implementation of its initiatives and projects, and leading change in them, in addition to following up and directing support services operations such as human resources, financial affairs, information technology, procurement, and administrative services. He contributed to launching the Asir region development strategy and its media plan.

Experiences:

He worked in the private sector at Almarai Company, and joined the Ministry of Economy and Planning after returning from studying and working at Ford Company in the United States of America, where he contributed and worked in several ministerial committees and as their Secretary-General, including those that contributed to establishing the Local Content Authority, the National Competitiveness Center, the Research, Development and Innovation Authority, and as Head of the Studies, Technology and Innovation Sector at the Ministry of Economy and Planning, then moved to the Efficiency Authority for Government Spending and Projects to hold the position of Director General of all government civil sectors. Dr. Amr represented the Kingdom in many meetings at the United Nations and UNESCO, and has several memberships and councils.

Education Awards:

He obtained a Bachelor’s degree in Systems Engineering from King Fahd University of Petroleum and Minerals, then a Master’s degree in Systems Engineering, then a Master’s degree in Business Administration, and a PhD in Industrial Engineering and Management Systems from the United States of America. The doctor has received several awards, including Best Graduate Student at the University Level, and several certificates, including SSBB, ISO9000 Auditor, and PMP.

Executive Vice President of Technical Sector

Dr. Abdul Qader bin Othman Amir

Current work:

He has held the position of Executive Director of the Planning and Development Sector since 10/1/2023, which is concerned with identifying development needs and design processes for infrastructure, preparing the main structure for aspects related to the use of areas for their development, and Dean of the College of Engineering at the University of Business and Technology in Jeddah.

Experience:

An expert in urban planning and design in the fields of government work and academic work, where he worked as a professor and head of the Department of Urban Planning and the Department of Architecture at King Fahd University of Petroleum and Minerals, and during the past few years he worked in the municipal sector as an assistant to the Secretary Jeddah for Strategic and Urban Planning for two consecutive terms, and as an advisor to the Makkah Region Municipality for the development of slums, then as Undersecretary of the Ministry of Municipal and Rural Affairs, and also held the position of Deputy CEO of Jeddah Urban Development Company.

Education:

He obtained a Bachelor’s degree in Urban Planning with Second Class Honors from King Fahd University of Petroleum and Minerals in 1985, then obtained a Master’s degree in Urban Planning and Urban Design from the University of Washington in 1989, and obtained a PhD in Architecture from the Georgia Institute of Technology in the United States of America in 1998.
